“I’m encouraged that there’s going to be much better dialogue between the government and Arizona,” Mrs. Brewer said. “I hope that’s not wishful thinking.”

Mr. Obama did not talk much about his threat to file a lawsuit against the Arizona law, she said, instead telling her that the matter was in the hands of the Justice Department.

She said she would not make a commitment to support federal immigration reform legislation until the border was secured first.
