Collyer will soon decide whether to order discovery to compel U.S. Citizenship and Immigration Services (USCIS) to reveal why it has enacted new restrictive immigration policies on companies that employ H-1B visa holders. One of the allegations made by the plaintiffs in the ITServe Alliance v. USCIS lawsuit is that USCIS intentionally drives up the costs of filing for H-1B petitions, including by issuing approvals that last for as little as one day.
